The U.S. Army’s Picatinny Arsenal (“Picatinny”)
is located on approximately 6,500 acres in Morris County, New Jersey.
Picatinny has a distinguished history in armaments and munitions
development and production dating back to the Revolutionary War.
Today, the installation employs over 4,000 full-time personnel that
include over 2,100 engineers and/or scientists.
Picatinny is home to the U.S. Army’s Armament Research, Development
and Engineering Center, (“ARDEC”), Program Executive
Office for Ammunition, Program Executive Office for Ground Combat
Systems and various other government agencies. The mission of ARDEC
(the largest organization at Picatinny) is to provide research,
product development and full life cycle engineering for ammunition,
weapons, fire control, systems, explosives, propellants, and pollution
prevention technology.
The Enhanced Use Lease initiative, as managed by InSitech, plans
to re-develop and lease 100,000 sq. ft. of non-excess facility space
located inside Picatinny’s mission critical area, and develop
and lease 120 acres of land at Picatinny hereafter referenced as
the Picatinny Applied Research Campus or “The PARC”.
If fully realized over time, the PARC will include 1.0 million sq.
ft. of new laboratory, administrative, educational/training and

Beyond being the center for excellence in the life cycle engineering
for ammunition, weapons, fire control systems, explosives and propellants,
Picatinny has been a technology leader in systems integration, prototyping
and manufacturing sciences, advanced materials (to include non powder
and composites), directed energy, environmental technologies, sensors,
and embedded software.
In addition, Picatinny has in place dozens of state of the art,
world-class research facilities and laboratories to support its
growing customer base. New R&D facility projects are either
in planning, design and/or under construction that will further
enhance Picatinny’s technological advantages and develop new
areas of expertise. The aforementioned capabilities are key drivers
to encourage private industry and academic or research institutions
to the site. Picatinny’s unique combination of science and
field technology along with its ease of accessibility makes it a
compelling choice for the establishment of a research campus to
foster public/private business cooperation.
The development vision combines the technical expertise and research
capabilities of Picatinny with its existing and planned real property
infrastructure. The commercialization focus of InSitech will bring
multiple opportunities to the PARC by enhancing existing, and creating
new partnerships with private industry, academe, state and local
governments. The existing four buildings located within Picatinny’s
mission critical area provides a unique opportunity for on-site
collaboration with core mission tenants.
The site concept for The PARC includes state-of-the-art laboratories
and R&D facilities, conferencing, educational and training centers,
office space and light manufacturing space. The PARC will create
a campus setting integrating these facilities into the natural setting
that currently exists at Picatinny. The proposed EUL initiative
will provide new facilities and access to Picatinny that will support
the on-site technology collaboration for the benefit of the warfighter
and the private sector. The EUL initiative will be an integral driver
in Picatinny’s overall base optimization and transformation
plans.
