The PARC
The U.S. Army's Picatinny Arsenal ("Picatinny") is located on approximately 6,500 acres in Morris County, NJ. Picatinny has a distinguished history in armaments and munitions development and production dating back to the Revolutionary War. Today, the installation employs over 4,000 full-time personnel that include over 2,100 engineers and/or scientists.
The Enhanced Use Lease ("EUL") is managed by InSitech in partnership with the US Army and is a driver in Picatinny's overall base optimization and transformation plan. Initial plans are to re-develop and lease non-excess facilities located inside Picatinny's mission critical area. Hereafter referenced as the Picatinny Applied Research Campus or "The PARC". The PARC can only be utilized by mission-related tenants, as approved by Picatinny's Senior Commander.
The PARC is being developed by the private sector in concert with the US Army. Base transformation, with private sector money, has long been a goal of the Army and InSitech has delivered in accordance with expectations. InSitech has provided significant infrastructure and/or facilities upgrades within Picatinny, paid for as a result of the EUL, further enhancing Picatinny's support of the War fighter.
